Funded in part by the Coronavirus Capital Projects Fund (CPF) and supplemented by voter-approved state revenue, BOOT II is a competitive broadband grant program aimed at funding countywide infrastructure projects that bring broadband access to end users in eligible areas of the state.
Two counties in each of the Comptroller’s 12 economic regions were selected on a demonstrated need, measured by the percentage of eligible locations lacking broadband service at speeds of 100/20 Mbps. Applicants were able to bid on one or more counties to serve. BOOT II will comply with CPF guidelines and updated state statute to include prioritizing fiber-to-the-home technology that connects eligible locations with reliable, affordable internet service. If fully funded, the program could serve more than 97,000 Texans lacking connectivity.
