For 2024 ARB training, we are offering a combination of training options that include one live in-person session, one live virtual session over the Property Tax Assistance Division (PTAD) Learning Portal and online self-paced videos that will become available in March 2024.
All virtual training options will be free of charge. The live in-person session requires payment to attend and space is very limited. The deadline for registration is March 22, 2024. Register ARB members on time so they complete training requirements prior to the scheduling of ARB hearings in 2024.
This training meets the requirements of Tax Code Section 41A.06 for potential arbitrators applying for inclusion in the Comptroller's registry of arbitrators and Tax Code Section 6.052(b-8) for taxpayer liaison officers (TLO) appointed to serve an appraisal district.
Tax Code Section 5.041 requires the Comptroller's office to approve curricula, provide materials and supervise the training of ARB members. An ARB member who fails to timely complete the course and receive a certificate of course completion is not eligible to participate in hearings, vote on a determination of protest or be reappointed to an additional term.

ARB coordinators from every county must create a profile in the PTAD Learning Portal to register their members. The ARB coordinator dashboard allows the authorized user to enroll their members for a specified course once it is publicized in the portal. Members are responsible for creating their own account and logging into the PTAD Learning Portal to complete their required training session(s).
Virtual training options are free of charge. All registrants completing the ARB training sessions online through the PTAD Learning Portal do not have to pay a registration fee.
The live in-person session requires a registration fee of $50 for all attendees. Attendees of the live in-person session must pay the registration fee whether an ARB member, an appraisal district employee or other attendee.

An appraisal district or other registrant may request a refund for the live, in-person session prior to the March 22, 2024 registration deadline if an individual cannot attend a previously scheduled seminar. All refund requests must be received in writing before the registration deadline. To request a refund, send an email to [email protected] that includes:

ARB coordinators can transfer or substitute a member's registration by logging into the coordinator dashboard in the PTAD Learning Portal and editing their enrollments
If you register for the live virtual training session, you will receive an email about a week before the training session with instructions for logging into the PTAD Learning Portal. Check-in for the live virtual training session will promptly begin fifteen minutes before the start of the training session. Registrants may obtain the Appraisal Review Board Manual(PDF) or the Continuing Education Course for Appraisal Review Board Members (PDF) manual from their local appraisal district office or download the appropriate manual online.

At the conclusion of each training session, ARB members must sign and return the sworn statement indicating agreement to comply with Tax Code requirements. Members will submit their signed and sworn statements to their local ARB coordinator.
The live in-person session concludes with an exit procedure detailed by our staff present at the training facility. Attendees must personally check-out with a staff member at the conclusion of each session to receive training credit.
The PTAD Learning Portal will monitor attendance at the live virtual session and provide a report to the Comptroller’s office at the completion of the session. A member who is not logged on for the entire session, will not receive training credit.
The online self-paced training sessions conclude with an acknowledgement that must be successfully submitted to receive training credit. Our office has access to all completion submissions for the online self-paced training sessions.
While circumstances beyond an ARB member's control may lead to late arrival to a live virtual or in-person training session or require an ARB member to leave a live virtual or in-person training session early, the Comptroller's office will not award certificates of completion to attendees who do not attend the entire training session.
ARB members who are unable to attend the full live in-person training session for which they registered may watch the online self-paced training or attend a live virtual training session. Transfer requests submitted for the live in-person session after the registration deadline are not eligible for a refund.
Certificates of course completion will be available for download within the PTAD Learning Portal for those who complete the training and follow the instructions at the end of the training session.
New member training allows for eight hours of continuing education credit with the Texas Department of Licensing and Regulation (TDLR). Second day, or returning ARB member training, allows for four hours of continuing education credit with TDLR for property tax professionals. A TDLR number must be provided at registration to receive continuing education credit.
