The Texas Comptroller of Public Accounts was assigned responsibility for grant management as of Sept. 1, 2011. This responsibility was moved from the Office of the Governor to the Comptroller's Office under the Statewide Procurement Division (SPD).
The Comptroller published the Texas Grant Management Standards (TxGMS), Version 2.0 (PDF) in October 2024. This document replaces the Texas Grant Management Standards (TxGMS),
Version 1.1 (PDF).
Agencies have a crossover period until the end of fiscal 2025 to apply either the rules in TxGMS Version 1.1 or TxGMS Version 2.0 to a specific grant program. Beginning Sept. 1, 2025 (the start of fiscal 2026), TxGMS Version 2.0 will be required.
TxGMS highlights:
State law requires Texas state agencies, including institutions of higher education, to publish the purpose of each grant exceeding $25,000 awarded from state appropriations on their websites. Information about the requirement and links to agencies’ websites are posted, as required by statute, on the Comptroller’s website.
The ESBD Grant Opportunities page has replaced the Texas.gov eGrants website as the centralized statewide location for grant opportunities offered by state agencies. ESBD users can search for, view details of, and find links and contact information for grant opportunities posted by state agencies. The Department of Information Resources (DIR) has suspended new postings in the eGrants portal; state agencies that have current or recent postings in eGrants should ensure all postings required for contract file documentation have been recorded pending retirement of the eGrants portal.
